What’s driving Assam’s EV boom while overall car sales slow down

Assam's chief minister says improved charging infrastructure, affordable tariffs and reliable power are behind the state's rapid EV adoption, even as total vehicle registrations decline.

Assam’s push toward electric vehicles is being driven by a specific combination of factors, according to the state’s chief minister — and the numbers suggest it’s working. Electric vehicles accounted for 15.7% of all new vehicle registrations in the state in April, climbing to 19.4% in May and 19.6% in June.

“Over the past three months, Assam has recorded close to 20% EV penetration in new vehicle registrations, reflecting the state’s strong push towards green mobility through improved charging infrastructure, affordable tariffs, reliable power and supportive policies,” chief minister Himanta Biswa Sarma wrote on X.

Sarma said the shift, aligned with the nation’s broader plan for widespread EV adoption, would help lower crude oil imports, improve environmental outcomes, and enable middle-class families to save more on their daily expenses. “Assam remains steadfast in contributing to larger national goals,” he added.

The EV growth stands out against a broader slowdown in Assam’s vehicle market. After a 26.6% surge in new registrations of all fuel types in 2023, overall registrations declined by 3.6% in 2024 and a further 5.4% in 2025. Officials said the state’s long-term objective is to build an ecosystem supporting electric mobility through improved charging infrastructure, dependable power supply and supportive policy, positioning Assam as a leader in clean transportation in the northeast.
